That background is the whole product. Anyone can restate a clause of a standard. Knowing which documents an assessor asks for first, which answers make an auditor stop and dig, and which requirements companies think they have met when they have not, comes from having been in the room.
It is also why the toolkits refuse to sell you certain things. A fire risk assessment, an asbestos survey, a legionella assessment or health surveillance must be produced by a competent specialist.
